Papers, submitted to this journal, having neither been submitted, accepted nor published previously or simultaneously in other journals or books, may be accepted. It should be noted that all papers, without exception have to be transmitted exclusively to Professor Wegmann who, handles the totality of the procedures, leading to the evaluation, the revision and definitive acceptability of the paper. The author cannot oblige Professor Wegmann in any way to disclose the names and the numbers of the Peer Reviewers nor, to give a detailed account about the content of the comments of the Referees.
